Google Pours €13B Into Finnish AI Infrastructure, Rescuing a Doomed Nuclear Plant

The Loviisa nuclear power plant, which supplies a tenth of Finland’s electricity, was scheduled to be permanently decommissioned in 2030. Then the artificial intelligence boom arrived. To ensure it has the immense power required to run the servers behind Gemini and Search, Google just signed a 22-year power purchase agreement that single-handedly rescues the aging facility. Funding the Nuclear Baseload
Until now, the race to build hyperscale AI data centers has largely sidelined Europe. The continent lacks the sprawling geography and surplus grid capacity that Microsoft, OpenAI, and Google rely on in the American Midwest and deserts. Alphabet Chief Investment Officer Ruth Porat recognized the bottleneck. Her solution was to look north to the Arctic circle, using Finland's freezing climate to slash server cooling costs and tapping directly into its established nuclear grid.

For Markus Rauramo, CEO of the Finnish energy company Fortum, the tech giant's arrival is a literal lifeline. The corporate backstop guarantees the economics of keeping the Loviisa plant operational well past its original expiration date. It forces a realization across the tech sector: public pledges about net-zero emissions are colliding with AI's brute-force hunger for electricity. Wind and solar alone cannot maintain the constant, unblinking baseload power a billion-parameter model requires.
But securing the electricity is only the first hurdle. The sheer scale of what Google is physically building threatens to distort the local economy.
A $15 Billion Distortion Field

Google VP of Global Infrastructure Bikash Koley is tasked with turning this massive capital allocation into concrete and silicon. He is overseeing the expansion across four distinct Finnish municipalities: Hamina, Kajaani, Muhos, and Vaala. The company began quietly assembling the necessary land years ago, culminating in a 900-hectare purchase in Vaala this past February.
To understand the size of that check, consider its local impact. During the heavy construction phase of 2027 and 2028, Google’s project is projected to add $3.6 billion annually to Finland's gross domestic product. It is a single corporate budget line carrying enough financial mass to visibly alter a sovereign nation's macroeconomic output, supporting 37,000 temporary construction jobs and 7,000 permanent roles.
Finnish Prime Minister Petteri Orpo has eagerly embraced the windfall, positioning his country as the global model for responsible computing growth. Yet skeptics are already watching the power lines. Even with Google building a 94-megawatt battery storage facility and buying up 629 megawatts of new onshore wind, adding a hyperscale load of this magnitude tests the physical limits of a national grid.
The Blueprint or the Anomaly?
Google’s massive Nordic bet exposes a widening rift in the global computing race. Finland carved out a highly specific niche: a surplus of frigid air, cheap land from a state-run forest agency, and a willing nuclear operator. Most of Europe cannot replicate this formula. Urban centers in Germany and the UK are already maxing out their electrical grids just to keep the lights on, leaving them ill-equipped to host the server farms that will define the next decade of technology.
Alphabet's willingness to commit a massive chunk of its global budget to this single project proves that energy sovereignty is now the defining constraint of the AI era. Companies are no longer just renting space in the cloud. They are actively underwriting national power grids to ensure the cloud stays airborne.
